I assume you're talking about "Wheel of Fortune." For this promotion, each entry is only eligible for one drawing. So if you entered tickets before either of the previous two drawings, you would have to enter new tickets to be eligible for this one.
This varies from promotion to promotion and is clarified in the rules.
